AI AGENTS NEED VERIFIABLE PUBLIC AUTHORITY.
360WiSE® Public Authority MCP provides an interface for compatible AI agents to retrieve structured public authority resources: organizational identity, authoritative sources, provenance, governing relationships, continuity, and resolution.
FROM PUBLIC WEB PAGES TO STRUCTURED AGENT RESOURCES.
Model Context Protocol (MCP) provides a standardized way for compatible AI clients to interact with external resources and capabilities. The 360WiSE® implementation applies that interface to public authority infrastructure rather than requiring access to protected institutional databases.
FRAGMENTED SOURCES
Websites, directories, archived announcements, public filings, and third-party references may describe the same organization differently. Agents must reconcile these sources according to their own retrieval and reasoning processes.
A MACHINE-READABLE EXTERNAL AUTHORITY LAYER.
PUBLIC ENTITY IDENTITY
Structured references distinguish organizations, institutional owners, legal entities, and public identities.
AUTHORITATIVE SOURCES
Public records identify their governing references, publishing authorities, and declared source relationships.
PROVENANCE & HISTORY
Public evidence can reference origin, issuance, version history, corrections, and successor records.
CONTINUITY
Historical identity and authority relationships remain distinguishable from current maintained records.
PUBLIC RESOLUTION
Persistent identifiers and public endpoints provide structured reference points for compatible clients.
VERIFICATION EVIDENCE
Where available, published hashes, signatures, and verification descriptors provide material for independent checks. Evidence must be validated, not assumed.
DISCOVER. REQUEST. INSPECT. INTERPRET.
The infrastructure supplies attributable public evidence. Client software determines whether and how to retrieve it, validate it, and use it in an independent response.
CONNECT
A compatible client connects to a configured and accessible MCP endpoint.
REQUEST
The client requests a supported public authority resource.
INSPECT
The client examines record content, identity relationships, source references, and available proof.
INTERPRET
The independent system determines its own conclusions, citations, decisions, and responses.
AUTHORITY IS A RESOLVABLE PUBLIC RESOURCE.
360WiSE® has implemented a Public Authority MCP resource model for canonical infrastructure records. The example below illustrates the established EPAI resource identity and its relationship to the public authority architecture.

Illustrative excerpt of the canonical resource structure—not a live response. The publicly presented identifier and authority ownership do not by themselves establish independent cryptographic verification of the content.
DON'T TRUST THE BADGE. REPRODUCE THE PROOF.
A public authority assertion becomes more inspectable when its source, version, authorized publisher, and supporting evidence can be independently examined.
IDENTITY & AUTHORIZATION
A record identifies its claimed institutional owner, authorized publishing relationship, and applicable public source.
INTEGRITY & PROVENANCE
Where cryptographic evidence is published, independent verifiers can check content integrity and signed publication assertions.
RESOLUTION & CONTINUITY
Persistent public references connect current governing records, historical versions, corrections, and successor relationships.
WHAT CRYPTOGRAPHY DOES NOT ESTABLISH
A hash can demonstrate that specific bytes match a published digest. A valid digital signature can link signed data to a particular key. Institutional authority additionally requires trustworthy evidence of who controls that key, which role it is authorized to perform, and whether that authorization remains active or has been revoked. Cryptographic integrity alone does not establish that a public claim is accurate or legally authoritative.
PUBLIC AUTHORITY ACROSS INSTITUTIONAL SECTORS.
The Public Authority MCP provides a common technical interface for sector-specific public authority records, subject to the availability and governance of each resource.
EXTERNAL PUBLIC ACCESS. INSTITUTIONAL CONTROL PRESERVED.
360WiSE® Public Authority MCP is designed to expose governed public resources, not protected organizational systems. Public information does not imply unrestricted access to administrative functions or internal workflows.
THE OPERATING BOUNDARY
Public Authority MCP does not require access to municipal networks, banking systems, protected health information, enterprise ERP or CRM systems, professional client files, confidential documents, or private operational data. It does not replace authentication, authorization, cybersecurity, legal verification, fraud controls, or institutional decision-making. Resource access is subject to endpoint availability, client compatibility, and applicable access controls.
IMPLEMENTATION VS. DEPLOYMENT
The 360WiSE® development environment has demonstrated canonical Public Authority MCP resource reads, including EPAI. Production availability, third-party client connectivity, complete resource coverage, and end-to-end cryptographic verification require separate deployment and operational testing. No universal AI retrieval, citation, ranking, or response outcome is guaranteed.
THE VERIFIER PROVIDES THE PUBLIC EVIDENCE. THE AGENT REMAINS INDEPENDENT.
External Public Authority Infrastructure™ for AI connects institutional identity, authoritative public sources, provenance, governing relationships, corrections, resolution, and continuity. MCP provides a standardized pathway through which compatible agents can request supported public resources.
Platform demonstrations may include staged capabilities. Public resource publication does not imply government endorsement, agency authorization, certification, or guaranteed independent AI behavior.
