Governance & Ethics
The 360WiSE® Governance Model establishes enforceable ethical requirements for identity verification, AI-assisted content, institutional communication, and machine-readable authority systems. The Framework defines what we are. These requirements define how we operate.
Core Governance Principles.
Four non-negotiable principles govern every signal, claim, and verified entity operated under 360WiSE® Authority Infrastructure:
Transparency
All AI-assisted, automated, or synthetic content must be clearly disclosed. Institutional credibility requires clarity about how content is produced — never opacity, never deception.
Consent
Voice modeling, likeness replication, AI-generated personas, and digital identity usage require documented authorization before deployment. No exceptions, no retroactive permissions.
Accountability
Every institutional asset must have a responsible custodian with traceable ownership and editorial oversight. Provenance has a human signature, not an algorithmic shrug.
Non-Manipulation
No artificial authority inflation, coordinated narrative engineering, deceptive SEO stacking, or undisclosed synthetic influence. Authority is structural, not transactional.
Ethical AI Usage Requirements.
The principles above operationalize as five explicit usage requirements. These apply to every entity, deployment, and signal operated under the protocol:
- AI-generated content must be reviewable by a human authority custodian of record.
- Press automation must preserve factual integrity and source attribution; no synthetic citations.
- Reputation signals must rely on verifiable evidence, not subjective ranking or opaque heuristics.
- AI indexing must not fabricate credentials or amplify unverified claims, regardless of upstream source.
- Deepfake or synthetic replication must be disclosed and permissioned — at the entity, not the platform.
Oversight & Enforcement.
Governance requires monitoring, not assumptions. 360WiSE® maintains a hybrid oversight model combining human review and machine-based anomaly detection — the operational reflection of the architectural layers defined in the Institutional Framework.
Human Oversight
Editorial audits, consent documentation, and authority-record review for participating entities. Human custodians remain the final layer of accountability.
Machine Monitoring
Continuous scanning for impersonation risk, authority inconsistencies, metadata corruption, and cross-platform narrative drift. Machines surface anomalies; humans resolve them.
Standards Interoperability.
These requirements are built for forward compatibility with the open identity and provenance standards the wider ecosystem is converging on — so a 360WiSE® record stays legible to any system that adopts them:
- Structured data — schema.org, JSON-LD, and sameAs identity graphs
- Content provenance — aligned in principle with C2PA content-credential standards
- Verifiable identity — designed to interoperate with W3C Verifiable Credentials and Decentralized Identifiers (DIDs)
- AI transparency — disclosure-first handling of AI-assisted and synthetic content
Interoperability, not lock-in. The point of an external layer is that other systems can read it — so it is built to speak the open standards, not a private dialect.
Position in the Architecture.
Governance & Ethics is the operational arm of the 360WiSE® Governance Triad — the layer where the Framework's structural definitions become enforceable requirements.
These requirements apply uniformly to every layer of the protocol — Entity Verification at the gate, SiUtility™ at the substrate, AI Authority Stack™ at the signal layer, and AI Authority Index™ at measurement. No exemptions, no tier-based ethics. Authority operates under a single governance model or it operates under none.
The verifier is 360WiSE®.
The recognizer may be anyone.
360WiSE® verifies that an entity's identity, ownership, continuity, and public footprint align with what it presents — and publishes it as a machine-readable record. External systems may recognize it on their own, if and when they do. Verification is earned by passing the checks, never bought.
360WiSE® verification is valid on its own terms. It needs no permission from any search engine, model, or platform to remain true.
