Institutional Framework
The 360WiSE® Institutional Framework defines the agreement layer — the resolvable structure that lets independent systems agree on which entity they are referring to, how it is classified, and where its primary endpoints live. The Framework defines what we are. Governance defines how we operate. Provenance defines who stands behind it.
The Agreement Layer.
Metadata describes an entity. An identity layer lets systems agree on which entity they are referring to. 360WiSE® is the infrastructure focused on that agreement layer.
It operates at the implementation layer — between the applications where entities publish and the protocols that move data beneath them. Not inside any one platform, and not a replacement for the open web's plumbing, but the resolvable layer that carries identity, classification, and authority across both.
The Authority Stack.
The Framework resolves an entity through five sequential stages. Each builds on the one before — no stage is skipped, and none is sold ahead of what it rests on.
- Identity — the entity is established and issued a persistent, resolvable record.
- Verification — identity signals are reviewed; Authority Verified™ is earned, never granted by enrollment.
- Authority — recognition signals are structured into a machine-readable authority record.
- Distribution — the entity carries its identity across AI surfaces, OTT, and owned channels.
- Monetization — the entity monetizes independently, on its own payment rails. 360WiSE® is never in the payment path.

Beneath the stack, four layers do the work — the same four that Governance enforces and Provenance records:

Where recognition signals are structured into a machine-readable authority record.

Where authority is observed and recorded across independent AI systems — point-in-time and dated.
A Neutral External Layer.
360WiSE® is a neutral, external credibility layer. It does not sit inside any one AI system, and it does not rank, certify, or audit. It resolves and records — structurally, not transactionally.
This separation is the point. An external layer can be referenced by many systems precisely because it belongs to none of them — and because its verdicts are not for sale.
Position in the Architecture.
The Institutional Framework is the structural definition of the 360WiSE® Governance Triad — the layer the other two operate on.
Governance enforces these definitions; Provenance records who stands behind them. Three pillars, one architecture — identity resolved, authority earned, continuity kept.
The verifier is 360WiSE®.
The recognizer may be anyone.
360WiSE® verifies that an entity's identity, ownership, continuity, and public footprint align with what it presents — and publishes it as a machine-readable record. External systems may recognize it on their own, if and when they do. Verification is earned by passing the checks, never bought.
360WiSE® verification is valid on its own terms. It needs no permission from any search engine, model, or platform to remain true.
