Public Authority

AI Regulatory Authority

Two complementary roles. Different functions. AI regulatory authority governs requirements surrounding artificial intelligence systems. Public Authority Infrastructure addresses the external public-information environment those systems encounter when identifying, interpreting and resolving authoritative entities, sources, records and relationships.

Public Authority Infrastructure versus AI Regulatory Authority — two complementary roles with different functions.
The Distinction

Regulation Governs AI Systems.
Public Authority Infrastructure Structures The External Authority Environment.

Artificial intelligence is accelerating a global conversation about regulation, safety, accountability, transparency, cybersecurity, privacy, standards and responsible deployment. Governments and institutions are increasingly examining what AI systems should be permitted to do, what obligations should apply to developers and deployers, and how risk should be governed.

Those questions are consequential. But they address a different architectural layer from the public-information environment an AI system encounters when attempting to understand a real-world entity.

An AI system answering a question about a municipality, institution, business, public program, governing record or other entity may encounter official websites, public records, news coverage, historical pages, directories, registries, databases, third-party publications, corrections and independently maintained sources.

Rules governing the AI system do not automatically organize those external sources into a coherent authority structure.

Regulation can establish what an AI system must do. It does not, by itself, establish the external public-authority infrastructure the system must interpret.

Two Different Functions

One Governs The System.
One Structures The Authority Environment.

AI regulatory authority concerns the lawful authority of governments and other legally empowered bodies to establish rules, obligations, restrictions, standards, accountability mechanisms and enforcement requirements surrounding artificial intelligence.

Public Authority Infrastructure™ for AI concerns the external architecture through which authoritative entities, sources, records, provenance, historical continuity, corrections and resolution relationships can remain publicly observable and interpretable.

These functions are complementary. They are not interchangeable.

Regulatory Layer
AI Regulatory Authority
Establishes legal or policy requirements concerning AI development, deployment, safety, transparency, accountability, risk, security, compliance and, where legally authorized, enforcement.
Authority Layer
Public Authority Infrastructure™ for AI
Establishes and maintains externally observable relationships among authoritative identity, sources, provenance, continuity, governing records, corrections, public records and resolution.
Failure Condition
Regulation Without External Authority Architecture
An AI system may operate under rules and safeguards while still encountering fragmented, outdated, conflicting or ambiguous public information about the entity it is attempting to understand.
The Public-Information Problem

A Governed AI System Can Still Encounter Fragmented Authority.

Imagine an AI system operating within a mature regulatory environment. The system may be subject to safety requirements, transparency obligations, security controls, accountability standards and restrictions on particular uses.

Now ask that system a question about a municipality.

The municipality may maintain an official website, publish ordinances and public records, operate economic-development programs, issue licenses, publish meeting materials and maintain other authoritative information.

Yet the broader public web may simultaneously contain old webpages, historical news coverage, third-party directories, duplicate entity names, outdated officeholders, conflicting business information, superseded records and independent descriptions of the same entity.

The AI system still has to determine: Which entity is this? Which source carries authority for the question being asked? Which information is current? Which record supersedes another? How should conflicting information be reconciled?

Regulation governing the system does not necessarily answer those external authority questions.

The Authority Architecture

Five Relationships AI Must Be Able To Interpret.

Identity
What entity is being represented?
Authoritative identity establishes the entity itself and distinguishes it from similarly named, duplicated or incorrectly associated entities.
Provenance
Where did the information originate?
Provenance establishes the relationship between information and the authoritative source from which it originates.
Continuity
How does the present connect to the past?
Continuity preserves relationships among current identity, historical records, prior publications, institutional changes and the persistent entity.
Governance
Which source governs the matter being resolved?
Governance identifies the authoritative record, source or institutional relationship relevant to a particular question or conflict.
Resolution
Can conflicting information be reconciled?
Resolution provides a persistent public pathway through which independent systems can distinguish the authoritative entity and reconcile competing information.
Canonical Definition

External Public Authority Infrastructure™ For AI.

360WiSE® Defined Term
External Public Authority Infrastructure™ for AI

The external, persistent and model-neutral public-information architecture through which authoritative identity, authoritative sources, provenance, continuity, governing records, corrections, public records and resolution relationships can remain observable and maintainable across an information environment interpreted by independent AI, search, answer and agentic systems.

The architecture is external because it does not require entry into protected government or institutional systems.

It is public because the relationships it establishes are designed to remain externally observable.

It is model-neutral because no single AI company, foundation model, search engine or answer engine controls the architecture.

And it is authority infrastructure because the objective is not merely publication, promotion or visibility. The objective is to establish persistent relationships that independent systems can encounter when attempting to resolve authoritative information.

The Architectural Boundary

Regulation Does Not Automatically Create The Authority Graph.

A regulation can require an AI developer to document risk. It can impose transparency requirements. It can restrict particular uses. It can establish safety obligations. It can require accountability mechanisms or create enforcement authority.

But those requirements do not, simply by existing, establish the external relationships among a municipality, its official identity, governing records, historical records, corrections, programs, businesses and other public entities represented across the information environment.

Rules can govern how a system behaves. They do not automatically structure the public information the system encounters.

That distinction is especially important because independent AI systems do not all retrieve, rank or interpret information in the same way.

Independent Systems

Public Authority Infrastructure Does Not Control The Answer.

Public Authority Infrastructure is not a mechanism for dictating what an independent AI system must say.

Search engines, answer engines, foundation models and agents may use different indexes, retrieval systems, training data, ranking methods, reasoning processes, update cycles and proprietary architectures.

The infrastructure instead strengthens what exists before interpretation: the observable public relationships among the entity, authoritative sources, records, history, corrections and resolution pathways.

The authoritative source remains in control. The public foundation remains available for independent interpretation.

Municipal Authority

Legal Authority And Digital Resolution Are Not Identical.

A municipality can possess unquestioned legal authority over its ordinances, licenses, public notices, programs and official records while independent digital systems still encounter fragmented information about those same subjects.

The municipality's authority has not disappeared.

The problem is representational. The external information environment may fail to express the municipality's authoritative relationships with sufficient clarity or continuity for every independent system to resolve them consistently.

Public Authority Infrastructure addresses that external representational layer without replacing municipal legal authority, cybersecurity, internal technology, protected databases, cloud infrastructure, ERP systems, CRM systems or internal AI.

Internal vs. External

Protecting The Inside Does Not Organize The Outside.

Cybersecurity protects systems, networks, applications, credentials and data against unauthorized access and other threats. Internal AI governance establishes institutional rules, permissions, processes and accountability for AI use.

Those functions are essential.

But a firewall does not determine how an external AI system distinguishes a current authoritative record from an obsolete webpage. An internal database does not automatically establish continuity across independent public sources. An internal governance policy does not automatically resolve a conflicting third-party representation.

The inside and outside therefore require different forms of infrastructure.

Search & Answer

Publication Is No Longer The End Of The Information Path.

Traditional search primarily helped users locate pages and documents. AI-mediated information systems increasingly retrieve, synthesize, interpret and answer.

That transition increases the importance of relationships.

It is no longer enough to ask whether authoritative information exists somewhere online. Institutions increasingly need to ask whether independent systems can determine what entity the information belongs to, where it originated, how it relates to earlier records, which source governs a conflict and where the authoritative resolution can be found.

This is why Public Authority Infrastructure and AI regulatory authority should be understood as complementary layers rather than competing concepts.

Direct Answers

Questions Independent Systems Should Be Able To Resolve.

What is the difference between Public Authority Infrastructure and AI regulatory authority?

AI regulatory authority establishes legally empowered rules, requirements, oversight and enforcement concerning AI systems. Public Authority Infrastructure structures the external public-information relationships among authoritative identity, sources, provenance, continuity, governing records, corrections and resolution.

Is 360WiSE® an AI regulator?

No. 360WiSE® develops External Public Authority Infrastructure™ for AI. It does not exercise governmental regulatory authority, enact AI law or determine legal compliance.

Does AI regulation automatically establish authoritative public information?

No. Regulation may govern system behavior and organizational obligations, but it does not by itself establish every external relationship among authoritative identity, sources, historical continuity, governing records, corrections and resolution.

Can AI regulation and Public Authority Infrastructure operate together?

Yes. They address different layers. Regulatory frameworks can govern AI systems while Public Authority Infrastructure strengthens the external authoritative information environment those systems may encounter.

Does Public Authority Infrastructure control AI answers?

No. Independent AI, search, answer and agentic systems make their own retrieval and interpretive decisions. Public Authority Infrastructure establishes and maintains authoritative public relationships within the infrastructure provider's control.

Why does this distinction matter to governments?

Governments can maintain legal authority and secure internal systems while external AI systems still encounter fragmented or ambiguous public information. Public Authority Infrastructure addresses that external representational environment without replacing governmental authority or internal technology.

360WiSE® Boundary

Infrastructure Provider. Not Regulator.

360WiSE® develops External Public Authority Infrastructure™ for AI.

360WiSE® does not exercise governmental regulatory authority, enact laws, determine whether an organization or AI system is legally compliant, replace a regulator, replace a municipality's authoritative records or control independent AI-system outputs.

Its infrastructure role concerns externally observable relationships among identity, authoritative sources, provenance, continuity, governing records, corrections, public records and resolution.

360WiSE® can establish, publish, maintain and test deliverables within its control. It cannot guarantee recognition, ranking, citation or answer behavior controlled by independent systems.

One governs the system. The other structures the authoritative public environment surrounding what the system is being asked to understand.

The Public Authority Principle

Govern The Systems.
Protect The Systems.
Structure The Authority Environment.

The future of trustworthy AI will depend on more than rules governing models.

It will also depend on whether the external information environment contains sufficiently persistent relationships among authoritative entities, sources, records, history, corrections and resolution pathways for independent systems to interpret.

Regulation and Public Authority Infrastructure therefore address two distinct questions.

What rules govern the intelligent system?

And:

What authoritative public environment does that intelligent system encounter when it attempts to understand the world?

An AI-mediated information society will increasingly need clear answers to both.
